🐟 Atlantic salmon — 2026

Salmon fishing in Quebec — rivers, rules, permits

fly fishing only · May 15 – September 30

Atlantic salmon (Salmo salar) is the king of Quebec freshwater fishing. Roughly 100 designated salmon rivers run across the province, mostly in the Gaspé Peninsula, Bas-Saint-Laurent, North Shore and Saguenay. Fishing is fly-only and requires a SEPARATE permit from the standard sport license. Below: the binding 2026 rules + Quebec's top rivers + practical advice.

Key 2026 rules

  • Separate salmon permit required ($59.76 resident annual, 4 tags; $191.72 non-resident annual)
  • Fly fishing ONLY — single fly with maximum 2 points
  • Season: May 15 to September 30 (varies by river)
  • Annual limit: max 4 Atlantic salmon per year (April-March cycle)
  • Daily release limit: 2 salmon on general rivers; 3 east of Kegaska (Lower North Shore); no limit in Northern Quebec
  • Night fishing banned (allowed 1h before/after sunset)
  • Fishing from a bridge over a salmon river is banned
  • Daily access right ("billet journalier") often required on contingented sectors — display on dashboard

Access — how it works

Salmon rivers are managed by river-management organizations (often ZEC saumon or pourvoiries). Two access types per river:

  • Public sectors — first-come first-served, daily access right purchased same day
  • Contingented sectors — limited rod-days, allocated by lottery (reservations open winter for following summer)

Each river has its own ethics code, often displayed on its website. Always check before going.

Best fly patterns by season

  • Early season (mid-May to early June, high water): large Bombers, Sunray Shadow, Green Highlander #2-4
  • Mid-season (June-July): Picasse, Black Bear Green Butt, Munro Killer #6-8
  • Late season (August-September, low water): smaller dries (Bomber #8-10), micro tubes (#10-12), classic streamers
  • Single fly only, max 2 points — no double-fly rigs

Recommended gear

  • Single-handed rod #8-10 for most Quebec rivers
  • Switch or spey rod #11-13 for big rivers (Matapédia, Moisie)
  • WF floating line + sink tip optional
  • Leader 12-15 lb fluorocarbon (single fly max 2 points)
  • Reel with disc drag — Atlantic salmon makes long, fast runs
  • Wading boots with felt or rubber + studs

Wading safety

Salmon rivers are fast and often deep. Quebec mandates wading staffs in some sectors. Wear PFD when crossing main channels. Watch for sudden current changes from hydro discharges (Cascapédia, Bonaventure are stable; rivers below dams can rise rapidly).
