Quebec has three main types of fishing destinations with on-site lodging: pourvoiries (private fishing/hunting lodges), ZECs (Controlled Exploitation Zones, often with cabins), and SÉPAQ wildlife reserves (state-managed). Each offers different access, price points, and exclusivity. Below: how they differ, the best by region, and how to book.

Three types — how they differ

  • Pourvoirie with-rights (avec droits exclusifs)

    Private outfitter with EXCLUSIVE fishing rights on a defined territory (lakes, rivers). Best quality + privacy, but most expensive. $200-500/day all-inclusive (lodging + meals + boat).

  • Pourvoirie without-rights (sans droits exclusifs)

    Private lodging on public land — you can fish, but other anglers can too. Cheaper than with-rights. $100-300/day.

  • ZEC (Controlled Exploitation Zone)

    Nonprofit-managed forest territory with cabins, boat rentals, daily access fees ($5-15/day fishing + $50-150/night cabin). 62 zecs in Quebec.

  • SÉPAQ wildlife reserve

    11 state-managed reserves with cabins and quasi-private lake access. Booking via sepaq.com. $80-200/night, $20-40/day fishing access.

Best regions by target species

  • Brook trout / lake trout

    Reserves: La Vérendrye, Laurentides, Mastigouche, Matane. Pourvoiries: Outaouais, Mauricie, Saguenay backcountry.

  • Walleye (doré)

    Outaouais, Lac-Saint-Jean, Abitibi-Témiscamingue, Lac Saint-Pierre region. ZECs Bras-Coupé-Désert, Restigo, and many Abitibi zecs.

  • Atlantic salmon

    Gaspésie pourvoiries on legendary rivers (Matapédia, Bonaventure, Cascapédia). Côte-Nord remote lodges (Moisie, Mingan). See /peche-saumon-quebec.

  • Pike / muskellunge

    Outaouais (Lac des Deux Montagnes pourvoiries), Abitibi, Lac Saint-Pierre archipelago.

  • Multi-species family

    SÉPAQ reserves — easy access, well-equipped cabins, family-friendly.

What's typically included

  • Lodging (cabin, chalet, lodge — varies in luxury)
  • Boat + fuel (often inclusive at pourvoiries, rental separate at ZECs/SÉPAQ)
  • Cleaning/freezing station for catch
  • Often: meals (3-meal packages) at pourvoiries, kitchen at others
  • Sometimes: guide (extra at most, included at high-end pourvoiries)
  • Fishing access (always — but daily access right may be separate at ZECs/SÉPAQ)

What's usually NOT included

  • Sport fishing permit (must buy separately — see /permis-de-peche)
  • Atlantic salmon permit if applicable (separate)

  • SÉPAQ reserves: sepaq.com (book online, often 1-6 months in advance for popular cabins)

Popular dates (Father's Day weekend, salmon-river openings, prime fall walleye) book months ahead. For Atlantic salmon, contingented sectors are allocated by lottery the previous winter.
